Medicaid/Children’s Health Insurance Program (CHIPRA)

Medicaid was created through the Social Security Act in 1965, and was designed to assist individuals and families with low income and resources to get health insurance coverage, as they might not be able to afford it on their own. Each state manages the Medicaid program, in coordination with the federal government through the Centers for Medicare & Medicaid Services.

Eligibility for Medicaid is based on a number of factors, including employment, income, how many dependents you might have and other requirements.

There have been several changes to the Medicaid program since its inception in 1965 and a timeline of these changes is available at: http://www.cms.gov/About-CMS/Agency-Information/History/Downloads/KeyMilestonesinCMSPrograms.zip.

The Children’s Health Insurance Program was created in 1997 through an amendment to the Social Security Act to provide health-care coverage to low-income children not already eligible for Medicaid. Like Medicaid, CHIP is jointly financed by states and the federal government. States have the option of using CHIP funds to expand their existing Medicaid program, create a separate stand-alone CHIP, or do a combination of both.
